Does Nostr work like Bitcoin,where in creating a public means (npub) the user/owner also has the private key (nsec)?

I’m not really sure how it works. I haven’t digged deep enough into nostr’s code. I keep planning on looking into it, but my nostr addiction doesn’t help.
Thats my understanding but that is an understanding from a low base.
