Why aren't bankers ever indicted and arrested for facilitating money laundering?

The cartels don't bank themselves.

That and JPMC and other similar ilk literally ship cocaine and other illicit materials with their shipping companies.
Fine them all you want, It's a simple cost of doing business to them.
They need to be dragged into the street while kicking and screaming, then tarred and feathered. Quartering is totally optional at this time, but I'm inching towards that practice being reinstituted across the board for folks who continue to defraud and penalize the common working citizen, where they are able to live their lives without a single fucking ounce of consequence.
