Out of character: Cool idea. This is the sort of thing i had in mind when i first heard about smart contracts. Then Dao's,scams and Ethereum muddied the waters.

Indeed, they have done an easy job of enforcing rules in isolated and predicable virtual machine, but never wanted to get hands dirty with messy IRL.
