yeah, customs and beliefs are way more important than race.
the degenerate people come from degenerate cultures where horrible, violent people are tolerated and usually because the rest of the people have little way to stop it, usually poverty is involved and it boils down to brute strength.
nigerians, for example, have a culture that venerates the wealth acquired by scammers. so this makes more of them more likely to do it. similarly, moroccans and mauritanians tend to be quite violent as well, at least the ones i encountered. the berbers not so much, but in a poorer country there often is a tendency towards some degree of segregation. but in general, the african looking moroccans were more stupid and violent and the berbers i've met were quite chill and reasonable.
also, colonial domination had a role in it too, because the whites from europe with their rifles and all that could scare the more strong ones and then used them to control the others. so they also cultivated more violence, slavery is like that, it is a form of violence. "you can't leave me or else" is pretty fucked up shit to say to someone. it doesn't make for a healthy disposition in the victims, and leads them to get stuck in poverty as well because of that sense of victimhood.
