Like a legal defense pool? How would we prioritize claims and mitigate abuse? I used to work at a roadside assistance call center... They had policies that would pay for roadside services, towing, home lockouts, etc... Some cadillac plans even covered bail money, legal defense, etc. They would market to loan companies and just tack the yearly membership lump sum onto the end of the loan term so the member was paying a few extra dollars monthly for another purchase that was more important to them. Out of sight, out of mind...

Like most of the businesses I’ve been involved with, you don’t necessarily want to try to plan what this looks like at scale. Scale will come with adoption. Start small, setup a site that allows donations and claims and then start announcing it publicly. See what happens, what we need to change / adapt. See where abuses occur.
That’s not to say we shouldn’t plan anything yet, but a simple donation and claim system to start with, effectively a crowd funding site, but one where the funds are raised before the claim.
These are my thoughts at least.
