Disagree with a statement in Ordinals

It states that a digital artifact must be permissionless - I agree with this. But it then has an example that:

“An NFT which cannot be sold without paying a royalty is not permissionless”

Disagree with this: 👇

If a smart contract can automated the sale or not, then it’s still permission-less. Permission in the context of digital artifacts is be relegated to human decision making, not automated code.

By the standard defined above, Bitcoin mining would not permission-less since it relies on permission codes for mine reward release
