What are some good Debit/Credit cards that can draw from a BTC balance (and works in Europe)?

I think most of them require that you buy a fiat balance for spending. Bitrefill works and bringin wants to enable a card feature soon. Bringin is non custodial, small and struggling so they need the users...

I used it for a couple of years. It's what you describe: top up BTC and spend fiat. Another one I used is Crypto.com, also good, but slightly different: you top up the card with fiat converted from BTC you have in your account.
