If you game this out a bit a few things stick out. 1- filters won't do much until the market starts demand action from commercial operations. Like start 9 following the incentives to run knots is good for their business. Obviously ocean benefits since they are the mining pool of record running knots. But what's next might be the operators of nodes broadcasting txs from well known hardware wallets. Imagine "trezor knots edition" etc. more mining pools competing with ocean for hashrate. 2- very interesting point about the "costly punishment" concept. Quite soon miners will need to make the decision between the cost of running filters and the cost of not running filters. 3-the onus is somehow on the folks not running filters and advocating for the removal of filters. They have the market share now and they will for the immediate future. Some highly controversial txs will be occuring. Can they show the market that these controversial txs are not harmful and offer some benefit to the network. I'm on pins and needles.
