Not sure the current issue really matters. If jpeg/data storage is an attack, standardness policy should do its best to impose a cost that is proportional to resource demands of the attack…in other words, make it cheaper to do less harm and more expensive to do more harm.

Policy can’t prohibit anything, and if something exists that’s compliant with consensus rules, it can and will eventually be used to attack bitcoin and policy can’t fix that.
