The state is the monopoly of violence. However in the USA por Switzerland the citizens are able to retaliate. Maybe their politicians tend to behave themselves a bit more. But the experience and the teachings of History say that some implicit and explicit threat of violence against governors is needed to avoid abuse. X doesn't allow that.
