The idea is give both sides a financial incentive. If the researcher does good research without fraud, after a time period they can claim money that goes directly into their own pocket. People who can prove fraud instead at any time can prove that to the federated escrow to claim the funds instead. Researchers have an incentive to be honest, and reviewers have an incentive to find fraud.
