No. The node runner prevent that. Even if the whole supply was held by large custodians, they still have to play by the rules of the protocol.

They only thing preventing paper bitcoin proliferation is self custody. The exchange can sell you BTC they don’t have (FTX).

I don't really care how much paper Bitcoin they make. More for everyone else that self custodied when it inevitably crashes.
