Shires of Melbourne, you’re ruining my dream of moving back to you if I can’t have our two tiny pups in an apartment :(

(They restrict apartment owners to 1 dog, which sounds like a lot of lonely dogs if their owners have to leave them alone at any stage. There’s permits for more but I have no idea how easy they are to obtain)
