seed the creation of a pop-culture vigilante assassin movement.

push it with memes.

when momentum is gained, direct it at your enemies.

when critical mass is reached, step in as the hero, passing more draconian surveillance laws, get more funding, gain more power.

countermove:

hijack the momentum and steer it toward the power structures of its creators.

then get out of the way.
