What could be the reason for this behaviour? Either the shop owner is a patriot and thinks he can punish the USA for it's actions against Canada (irrational), or he acts like a rational market participant. He holds the goods back for later, when the prices increasing, to maximise his profit later.
The government mandated the merchants pull all American booze in response to the tariffs.
