It's like YouTube where partnered accounts are scrutinized more in line with the company policies and copyright infringement.
Users who aren't monetized can submit content including copyrighted material, provided they aren't trying to blatantly distribute the material for free (to circumvent copyright, aka piracy) because there is no payment model.
In the same way you are allowed to play music to your friends from your phone, but you can't use licensed music at a large, sponsored event.
