Where and how do I use this? Will be a webpage? An app? PWA?

rust + egui. Can be installed as a pwa, but has native performance, no web baggage.

what do you define as web baggage? it all compiles to web technologies

The pwa would be pure webgpu + wasm. Avoiding the entire dom stack. Native build is just binary with gpu calls
