No. The 10th Amendment covers this. Once you put in an amendment, then the state has something they can interpret themselves around, like the 2nd Amendment.

Interesting take. Don't you think gun ownership in the US would be much more restricted without the 2nd amendment?
I'm not sure. I do think the Constitution could have been better. Listing only a few things the state can do and also "nothing else, no exceptions". Would have saved us a lot of headache.
