He's taking numbers from a hostname and using them to do netblock lookup. It makes no sense. That's not how it works. It is a laughable coincidence that if you reverse the numbers from the IP address that the netblock is owned by the DoD.

i.e. 1.2.3.4 is owned by me, but 4.3.2.1 is owned by you. That doesn't mean that I own both Class A networks, just because I reversed the numbers in sequential order.

This flow is about as logical as the following...

Take all the individual numbers in the IP address and add them together. If the result is more than 2 digits, add those together repeating until you are left with a single number. Turn the result 180 degrees, and youll have the number 6, indicating this website is associated with the beast.
