I've translated the first article.

I'm asking if the protocol itself can be named decentralized or is it only about it's applications and clients

I should be called decentralized. There are no single group of privileged users who can decide who says or sees what. If you want you could even set up your own relay and create your own Nostr network that never even touches the main one.
