TOR is the way to go, but it is

slower so you need a better connection than most in Ireland seem to have.

You likely will need to use bridges with TOR also.

VPN’s are not the answer usually. TOR is the only reliable way.

Lots of work to remain free.

If relays were kept to a small number of users , would speed be less of an issue?

I think this is the best option many small relays that users can quickly switch between if they go down. Gossip model helps with this.
