They’ll probably wait for the next bear. In the meantime, #MSTR and #IBIT lend part of their #Bitcoin to sellers who keep price under control and short the market to make a profit. At the bottom of the next bear, #Saylor will be liquidated and the government will bail him out under the pretense to acquire his strategic #BTC. The U.S. gov will have then a shit tone of bitcoins and the other countries will have to follow, buying on the open market which will signal the start of the next bull cycle.
For state strategic reserves, they will just buy as part of their investments. Maybe some will collect BTC through taxes.
