The Telegraph has obtained a draft document submitted by the U.S. to Ukraine as part of Trump’s trade negotiations to secure financial compensation for American aid in Ukraine’s defense.

According to the report, the document states that the U.S. will receive 50% of Ukraine’s recurring revenues from resource extraction and 50% of the financial value of “all new licenses issued to third parties” for future resource monetization. It also specifies that “for all future licenses, the U.S. will have the right of first refusal for the purchase of exportable minerals.”

The Telegraph notes that Trump’s demands would represent a larger share of Ukraine’s GDP than the reparations imposed on Germany under the Treaty of Versailles after World War I.

While official U.S. congressional figures indicate that Washington has sent around €120 billion in material, humanitarian, and military aid to Ukraine over three years of conflict, Trump recently claimed that the U.S. has provided over $300 billion and, therefore, wants $500 billion in compensation.

Zelensky refused to sign the document, arguing that it does not serve Ukraine’s interests but left the door open for further negotiations with the U.S. regarding the exploration of Ukraine’s mineral resources by American companies as compensation for defensive support against Russia.
