The atmosphere is slightly blue in color. I can't really tell when looking at the moon and it certainly has nothing to do with the 28 day moon cycle lining up inside the 30 day calendar month, but just saying the moon should always appear slightly more blue near the horizon b/c the light passes thru more air on its way to your retinas.
