Do you have a link to the PR? From the latest merged in the NIPs repo it looks to me like:
- 10000 is mute list; public items in tags, private items encrypted in content
- 10001 is pin list; public items in tags, private items encrypted in content
- 30000 is replaceable list of categorized people; d tag gives list name, public items in other tags, private items encrypted in content
- 30001 is replaceable list of categorized bookmarks; d tag gives list name, public items in other tags, private items encrypted in content
