You want some kind of common structure to protect property rights and be an arbiter of disputes but that's about it.

I would like to see a minimalist government. In charge of protecting the land.
In an environmental fashion and a defensive mode.
Environment is part of protecting property rights. If you trash your own property and the environmental harm never spreads beyond your property, then cool, whatever, it's your land. But when pollution spreads in the air or seeps down into the water table now you're violating other people's property rights.
