I mean for the average user just using a bunch of free relays.

Videos are not uploaded to nostr relays, they are uploaded to hosting providers, so it depends on the hosting service you use (or the hosting service your nostr client uses).

Depends on your unit of measurement. I'd say most videos under 1 Doug dick are usually OK.
