What a weird problem to have. Is there a way to turn it off if you have unknown sources set to disabled?
It's what you get when you're an open platform. But yes, you can disable Play Protection.
Except it'll nag you to turn it on again randomly when you install apps from anywhere else other than the accursed Play Store, and the install does not progres until you dismiss the prompt.
I feel it is a double-edged sword. While it is extremely annoying for us power users, it may have saved less tech-savvy people from falling for malware downloads.
The annoying Play Protect prompts are pushing me more to minimize my exposure to Google every day. I guess they're about to get even more annoying.
I don't mind it as I only install a handful of apps from outside of Google Play. And I'd rather not be infected by malware.

You still use that trash? More and more of my apps are FOSS and I'm not running any Google BS in the OS.
