Is it paying off, though? Despite BTC hitting a new ATH this week, and a steadily growing BTC per MSTR as planned, MSTR has been down more than 20% from its ATH for months now.

It’s massively paying off. Comparing stuff to MSTR all time high is a bit like viewing Bitcoins progress relative to its ATH price - normally misses the bigger picture
