Wild idea to fix govt without totally getting rid of it:
To get into position of power you must put as collateral your entire life saving. Go over budget - everyone loses their savings.
Come under budget / grow it / do exceptionally well (as rated by the general public) and you double your life savings.

Of course this would incentivize cutting a lot of the social programs / safety nets - but on the flip side - providing solutions to these problems while still being within budget would make one very financially wealthy.
Government can't be saved in the current form. The only possible solution is to get rid of the money printer and hire people who want to do the job just for salary, but with great responsibility. I think not so much people will stand in a line for these jobs.
You have to incentivize good behavior and reward well exceptional achievements.
