How could they decide which free transaction include? There would be a nearly unlimited number of transactions asking to be included for free.
Not sure. Maybe first come first served until all pending transactions are completed.
Maybe it would take days before a no fee transaction was completed. But it would end the problem of stranded sats.
They could always bump RBF their transaction if they want to move to the front of the line..😊
