Would this allow someone to, say, send notes that can only be broadcast on a single relay? So they can't be boosted and won't propagate to other relays? Think that'd allow some very cool functionality.
no, anyone can publish this, but there is no link to your main identity nor the content be revealed

Interesting. But if I understand right it can functionally do the same thing by limiting access to the content by npub, even if it is published across relays?
yeah, only the key can decrypt the content so it doesn't matter on which relays it is
