The issue we have in modern western political science is that money is the perfect medium through which to fight crime. Transactional surveillance is actually one of the most potent tools available to investigative agencies. It's actually one of the very first actions taken to rule a person in or out of an investigation. It's costless and time efficient while other forms of enquiry are quite the opposite. It's gotten so prevalent that I suspect most agencies would be completely and utterly up in arms at the prospect of that access being taken away from them.
