Unpopular opinion: replaceable notes is a mistake, relays should be insert-only machines. Replacements should be managed by the clients.

You receive an event, if it contains a tag that references another event that you received before which is replaceable then take the replacement and discard the replaced one.
Ah yes I agree totally, I thought you meant bypass relays.
