As a fairly layperson when it comes to Bitcoin and especially it’s upgrades…how should I go about formulating either support/anti-support stance for BIPs?

For example, SegWit and Taproot seem like ‘obviously’ good improvements while raising the block limit wouldn’t have seemed a terrible/catastrophic idea to me back when it was trying to be implemented (hindsight is 20/20) but I don’t have the knowledge or skills to review/understand the code and technicalities?

Support absolutely zero changes then. Only make a change under a circumstance where you are sufficiently educated around the risks and benefits.

Not only should Bitcoin be incredibly hard to change, but changes should happen extremely slowly and always be backwards compatible. Even with zero education, you can do your part to enforce that by not running software you don’t understand ⚡️
