I dont seem to be able to download Vanadium with Obtainium. Does it work without GrapheneOS?

To be honest I am not sure. I'm on GrapheneOS. Fennec from F-Droid is pretty good too.
No it doesn't, however it is on the roadmap to be able to install on other Android devices/distributions.
