Many non-white country's leaders did just this, inviting useful totally different outsiders to secure them against their neighbors and enhance their power over their subjects.

It was called "colonialism", and the immigrants changed the countries dramatically, often replacing their political systems with those more familiar to them, and asking their homelands to official invade to secure them in their new lands.

Apparently that was bad, though.
