And fact :

- Since he sent army, it is more war scene than before.

- He just push people more hating each other.

- Store are looted without any consequences (only bad consequences for companies there).

Civil war.

He just use palpatine strategy : create a problem, and push a "strong usage of force" even if the power stay in one man hands and it means end of democracy, multiple voice, freedom, ...
