I've never seen this in my life until I got back to Germany. My mum has one of those filtering water things. You pour water into the pot and it runs through a coal filter giving you clean water when you pour it. Thing is, those filters are like 30-45€ each. Dafuk?
It does sound like an arbitrarily made situation in order to make people pay for a solution.
