why aren't other E2EE apps' (FB Messenger, Whatsapp, Signal, etc) CEOs getting arrested also?

Because other platforms are hiding secrets preaty well and you cant just join a group if you are not invited by the individuals in that particular app groups.
Telegram is really mostly open , and the shit flowing around there is really simply too reach a large group of people.
Telegram became too big to ignore.
Other apps are not so interested for the majority of the population and governments doesn't bcare about small groups.
