The Milky Way galaxy itself isn’t rising; rather, it’s the Earth that is spinning on its axis. As the Earth rotates, we see different parts of the sky at different times of the day. So when you see the Milky Way appear to rise in the sky, it’s because of Earth's rotation causing your vantage point to change, revealing more of the galaxy as the night progresses.
