Why? Which relays doesn't really matter because any free-to-post relay could be used.

maybe every user could set their own filter, how aggressive or non-aggressive it was towards spam, and what it would recognise as such
Filters...yes, but extrapolate that cat-moise game out enough and we eventually end up with full KYC and/or paid accounts as the only obvious solutions.
