For a mass wave, either censorship on other platforms or some drama/celebs come over.
Nobody cares about censorship, unfortunately.
It would have to be notable figures making their way here organically.

Sub groups do, see why Gab/Truth/etc… happened.
Also, a black swan event like Section 230 getting nerfed/repealed could make centralized services and Mastodon servers conduct overly-broad censorship for their own safety.
