Ok, so, Will the United States tolerate any military installation or missile system of any foreign power such China or Russia, around the neighbouring countries, such as Mexico, Canada, Cuba or Bahamas,.., absolutely not. Remember the Cuban Missile crisis, and I am not talking about Mark Cuban here,😀.

Then how can you expect from Russia to tolerate such activities around it's neighbouring countries. Their internal issues, corruption etc. are a separate matter. But Russia is not a weak and small country like Iraq or Syria, it may not be a major economic power any more, but it is still a major military power. So, using the Ukrainians as cannon fodder is absolutely devastating. It's not a matter of discussion for the Harvard ivory tower foreign policy academia.
