Well duh. He can't. There is no mechanism in the Federal Reserve Act or further acts de detailing their powers. Not sure why it is even in the news and being asked of Trump and Powell.
The real question is, with complete control of the federal government, why aren't the republicans talking about passing a bill to 'fix'/abolish the fed?
