Seems like there’s a simple UI solution: allow the user to set the threshold number of reports. That way, instead of 5 you can set it to, say, 500 or 5 million.

If you're not happy with 5 people being enough to report, make it more.

Yeah, all we’re talking about here is making a hard-coded value into a configuration setting. This should not be controversial.

Making this code change should be relatively straightforward for anyone who already knows Android development.
