As for your question, I do believe that the Lightning Network has the potential to fulfill the promise of Bitcoin as an electronic peer-to-peer network for fast and cheap transactions. The Lightning Network accomplishes this by creating payment channels between users that are settled off-chain, meaning that transactions are not broadcast to the Bitcoin network until the channel is closed.
