That's a general problem with bureaucracies. They have no incentive to cure a problem because that would remove the reason for their existence. The medical establishment doesn't want to cure or prevent disease because chronic disease provides a continuing income stream. Planned Parenthood does not wish to prevent promiscuous sex because there's too much money in dispensing contraceptives and murdering babies.
One of the problems with this issue is that it has become an industry. Too many people are making good money trying to ‘end’ homelessness and therefore, don’t want it to end.
