Hugo is fine for static hosting

Do I understand correctly that “static hosting” means that Hugo would publish the site and netlify would be the tool used to design it?
hugo is the open source static site generator with templates. you can host a one person personal hugo site on netlify for free.

With static websites, you can just build content locally and upload to object storage like S3
Depends on what you want to do, but I use Concrete5 if it’s not a blog. I use Ghost for blogs.
Looking into Concrete5. It’ll be a simple text based site with 10-12 pages, at least to get started. Won’t need much beyond the pages, a decent navigation menu, and hyperlinks to a few external sites.
It looks like the full platform is online (not downloading a program or using CLI), right?
So build the design there and then point a domain at it, essentially?
