A lot of the enemies of the Fedi aren't technically competent, are extreme outsiders, or live on the other side of the rainbow curtain. The poast hacker was a lot more competent because as it turns out his group was in the culture. They don't exactly get the Fedi so something like using a follow bot doesn't set off red flags like it does here.
